Appendix A - Management Planning Principles

MANAGEMENT PLANNING PRINCIPLES - PARKS CANADA GUIDE TO MANAGEMENT PLANNING - NOVEMBER 1994

Management Plans must reflect relevant legislation, policies and formal agreements, and establish an approach for achieving the objectives of ecological integrity and public opportunities for understanding, appreciation and enjoyment in parks, and the objective of commemorative integrity of historic sites, which includes protection, presentation and respect for heritage value in all actions.

Protecting ecological integrity and ensuring commemorative integrity are the fundamental basis of management planning. Therefore, management decisions must be made applying cultural resource and ecosystem-based management principles.

Consensus on a clear statement of park or historic site purpose is required at the outset of the management planning program, providing the historical rationale and/or national context for the park or historic site.

Management Plans must establish a long-range vision for each park or historic site. Clear direction related to protecting, presenting and managing the ecosystems and cultural resources, and public opportunities for understanding, appreciation and enjoyment of the park or historic site must be set out, consistent with that vision.

Management planning strives for consensus-building involving ongoing dialogue, both internal and external, to ensure that professional expertise and the public are involved in the achievement of primary objectives. It is recognized that in some cases, consensus may not be reached on all issues.

At the outset of each management planning program, agreement is needed regarding: the nature and extent of professional expertise; research requirements; fiscal resources available; time frame; and the overall approach to public involvement.

Management planning is undertaken through a multi-disciplinary team approach.

The Superintendent is responsible for ensuring that there is a current Management Plan for the park or historic site, in accordance with existing legislation and policy.
